유기열의 르완다 72] 르완다엔 국립대학교가 하나뿐

There is only one national university, named University of Rwanda.

On September 2013, University of Rwanda(UR) launched in accordance with one University policy.

UR is composed of 6 colleges, which are College of Arts and Social Sciences(CASS),

College of Agriculture, Animal Sciences and Veterinary Medicine(CAVM),

(CBE, College of Business and Economics), College of Education(CE),

College of Medicine an Health Sciences(CMHS) and College of Science and Technology(CST).

Each college has 3~5schools(Former Faculty).

르완다에는 국립대학교가 르완다대학교(UR, University of Rwanda) 하나밖에 없다. 본부는 수도 키갈리에 있다.

조직은 총장(Chancellor, Dr Mike O'Neal), 이사회(Board of Governors), 부총장(Vice Chancellor), 홍보실(Communications and Public Relations), 감사실(Internal Auditor), 부총장보(Deputy Vice Chancellor) 3명(학사.연구담당-Academic and Research Affairs, 학교진흥담당-Institutional Advancement, 재정.행정담당-Finance and Administration)과 6개 단과대학(College)으로 구성되어 있다.

르완다정부는 오래전부터 one University 정책을 구상하고 추진해온 것으로 보인다. 그러다 2011년 키부에서 열린 국가지도자회의(National Kibu Leadership Retreat 2011)에서 확정되었다.

이 회의에서는 교육이 경제사회개발을 촉진하는 역할을 인정하고, 경제(사회)가 요구하는 양질의 대학생을 충족시키기 위한 전략으로서 연구중심으로 이루어지는 우수한 교육을 할 수 있도록 대학을 하나로 통합하기로 했다.

르완다대학교 농대 본부

르완다대학교의 설립목적은 대학교육의 질과 효율성을 향상시켜서 르완다대학교를 세계수준의 우수한 대학교로 만드는데 두고 있다.

이에 따라 2013년 9월에 르완다정부는 기존의 10여개 국공립대학과 고등교육기관(Public Universities and Institutions of Higher Learning)을 통폐합하여 르완다대학교를 출범시켰다.

르완다대학교의 6개 단과대학은 사회과학예술대(CASS, College of Arts and Social Sciences), 농축산수의대(CAVM, College of Agriculture, Animal Sciences and Veterinary Medicine), 경상대(CBE, College of Business and Economics), 교육대(CE, College of Education), 보건의대(CMHS, College of Medicine an Health Sciences)와 과학기술대(CST, College of Science and Technology)로 되어있다. 각 단과대학에는 3~5개의 학교(School-예전의 Faculty임)가 있다.

단과대학의 장은 학교장(Principal)이라 하며 지난 해 르완다대학교 발족과 함께 임명되었다. 현재는 단과대학 안에 있는 학부(예전의 Faculty로 현재는 School이라 함)의 학장(Dean)과 부학장(Deputy Dean)을 공모 중에 있다. 공모계획에 의하면 단과대학내의 학부는 다음과 같다.

사회과학예술대학은 본부가 부타레에 위치하고, 이전의 국립르완다대학교(NUR, National University of Rwanda)가 바꾸어진 것이다.

여기에는 예술언어학교(School of Arts and Languages), 사회정치행정학교(School of Social, Political and Administrative Sciences), 언론정보학교(School of Journalism and Communication)와 법률학교(School of Law)가 있다.

내가 근무하는 농축산수의대(농대)는 본부가 무산제 부소고에 위치하고, 이전의 농축산대(ISAE, Institut Supérieur de l'Aéronautique et de l'Espace, 영어로 Higher Institute of Agriculture and Animal Husbandry)가 바꾸어진 것이다.

농대는 busogo 캠퍼스 외에 Huye, Rubilizi, Nyagatare와 Nyarugenge 등 4개의 캠퍼스로 되어있다.

여기에는 농업농촌개발농업경제학교(School of Agriculture, Rural Development and Agricultural Economics), 수의축산학교(School of Animal Sciences and Veterinary Medicine), 식품과학기술학교(College of Food Science and Technology)와 농기계환경관리학교(School of Agricultural Engineering and Environmental Management)가 있다.

경상대는 본부가 키갈리에 있고, 이전의 금융재정학교(SFB, School of Finance and Banking)가 바꾸어진 것이다. 여기에는 기업경영학교(School of Business), 경제학교(School of Economics)와 관광학교(School of Tourism and Hospitality)가 있다.

교육대는 본부가 키갈리에 있고, 이전의 키갈리교육대(KIE, Kigali Institute of Education)가 바꾸어진 것이다. 여기에는 교육학교(School of Education), 수요(需要)교육학교(School of Inclusive and Special Needs Education)와 ODL학교(School of Open and Distance Learning)가 있다.

보건의대는 본부가 키갈리에 있고, 이전의 키갈리 보건대(KHI, Kigali Health Institute)와 이전의 후애(부타레)에 있은 국립르완다대학교의 의학부(Faculty of Medicine)와 공중보건학교(School of Public Health)가 통폐합되어 만들어진 것이다.

여기에는 산부인.간호학교(School of Nursing and Midwifery), 보건과학교(School of Health Sciences), 치과학교(School of Dentistry), 공중보건학교(School of Public Health)와 의.약학교(Medicine and Pharmacy)가 있다.

마지막으로 과학기술대는 본부가 키갈리에 있고, 이전의 키갈리과학기술대(KIST, Kigali Institute of Science and Technology)가 바꾸어진 것이다.

여기에는 기술공학교(School of Engineering), 기초(순수).응용과학교(School of Pure and Applied Science), 건축환경부(Architecture and the Built Environment)와 정보통신학교(School of Information Communication Technology)가 있다.

이처럼 과감히 구조조정을 하면서까지 르완다정부는 르완다대학교를 세계수준의 명문대학으로 육성하기 위해 심혈을 기울이고 있다. 아무쪼록 모든 계획이 순조로이 추진되어 정부의 기대와 욕구가 충족되기를 갈망한다. 동시에 이를 통한 대학교육의 향상이 르완다의 발전으로 이어지기를 바란다.

요즘은 가끔 푸른 잔디 축구장을 뜁니다.
그러면 풀이나 비닐을 뭉쳐 만든 공을 어린이들이 차다가 저를 보고 달려옵니다.

처음엔 사진을 찍으려 하면 도망을 갔는데 요즘은 오히려 포즈를 취해주기도 하고 사진을 찍어서 보여주면 즐거워합니다.

어린이들의 생각이 바뀌고 사진을 찍히는 것에 대한 부정적인 인식도 많이 적어진 셈이지요.
긍정적인 변화라고 봅니다.
