2017년 11월 24일 롯데호텔 하노이에서 한-베 국교수립 25주년 및 국경일(개천절) 기념행사가 열렸다. 행사장인 호텔 6층 크리스털 룸은 수백 명의 내외귀빈의 축하분위기로 가득했다. 양국의 우호협력이 만족스러움을 느끼기에 충분했다.
국경일 및 한베 국교수립 25주년 기념행사 장면아프리카의 작은 나라 르완다와의 국교수립이 올해로 54주년인 점을 생각하면 한국과 베트남의 국교수립은 의외로 늦은 편이다. 그렇지만 한국과 베트남은 경제, 관광, 문화 분야에서 협력과 진전을 이루었다. 특히 경제 분야에서는 기적이다 싶을 정도로 발전하고 있다.
양국의 경제 분야 협력은 이혁 주 베트남 한국대사의 경축사에 잘 나타나 있다.
“25년 전 국교를 맺은 이래 한-베 관계는 가히 ‘기적’과 같은 경이로운 발전을 지속해 왔습니다.
Indeed, year after year, Korea and Vietnam relations have made remarkable achievements—often likened to a “miracle”—since the two countries first established diplomatic relations 25 years ago.
한국은 2014년부터 베트남 제1의 투자국으로서 금년 8월까지 한국의 누적 투자액은 $550억에 달했습니다. 베트남 정부의 외국기업 투자유치에 대한 열의와, 근면하고 우수한 베트남의 근로자들은 수많은 한국기업들이 단연 베트남을 최상의 투자대상국으로 선호하게 하고 있습니다.
Since 2014, Korea has become Vietnam’s top investor with a cumulative investment of USD55billion as of August this year. The strong commitment by the Vietnamese Government to attract foreign investment, together with the talented and diligent workforce in Vietnam has made this country the most attractive and popular investment destination for many Korean companies.
또한 금년 10월까지 양국 교역은 $520억에 이르러 2016년의 $451억을 크게 초과할 기세로서, 이는 양국 지도자들이 합의한 2020년까지 $1,000억 목표를 달성할 수 있을 것이라는 믿음을 더욱 강하게 해 주고 있습니다.
올해 베트남은 한국의 제4의 무역상대국으로 지속될 것이며, 한국은 베트남의 제2의 무역상대국으로 한 단계 도약할 가능성이 높아 보입니다.
Also, two-way trade between Korea and Vietnam has reached USD52billion as of October this year, making yet another new record since last year when we reached USD45.1billion. Given this momentum, I am certain that our two countries will attain our target volume of USD100billion by 2020 as agreed by our leaders. This year, Vietnam will remain firm as Korea’s fourth largest trading partner. Korea, on its part, appears to be on its way to advance forward to become Vietnam’s second largest trading partner.”
베트남 정부 역시 한국과 베트남의 전략적 동반자 관계가 지속 발전되기를 기대하고 있다. 베트남정부를 대표한 NGUYEN CHI DUNG 기획투자부 장관의 축사를 보자.
“큰 성과를 쌓아가면서, 베트남 정부와 국민은 양국의 전략적 동반자관계를 중요시하며 기꺼이 더욱 발전시키고 있습니다. 우리는 한국과 고위급 합의를 효과적으로 이행하며, 모든 분야에서 협력을 강력히 촉진하고, 이 지역과 세계의 평화, 안정, 협력과 발전에 기여하기를 바랍니다.
Building on our great achievements, the Government and people of Vietnam always attach great importance to and are always willing to further develop the Strategic Partnership between the two countries. We wish to effectively implement high-level agreements with Korea, strongly promote cooperation in all fields, bringing the benefits for our two peoples and contribute to peace, stability, cooperation and development in the region and the world.”
축사 후 기념케이크 자르기양국대표의 축사에서 나타난 바와 같이 한국과 베트남 관계가 더욱 돈독해지고, 서로 협력하여 양국이 번영하고 지역과 세계의 평화와 안정에 기여할 것으로 믿는다.
행사장을 나왔다. 외국인데도 택시를 타고 호텔로 가는 길의 하노이 밤풍경은 그다지 낯설지 않았다. 양국관계가 짧은 기간에 비약적인 발전을 한 데는 이런 정서와 문화의 동질감도 한 몫 했으리라.
그리고 한국의 본 뜻은 아니었지만, 어쩔 수 없이 월남전에 참여하여 베트남인에게 안겨준 아픔과 슬픔에 대하여 한국인의 한 사람으로 용서를 빌었다.
