The mission of the Ministry of Education is to transform the Rwandan citizen into skilled human capital for socio-economic development of the country by ensuring equitable access to quality education focusing on combating illiteracy, promotion of science and technology, critical thinking and positive values. 

On the othe hand, USED's mission is to promote student achievement and preparation for global competitiveness by fostering educational excellence and ensuring equal access.

And Korea MOE's mission is to open a generation of hope through raising a creative capable human.

Therefore, in addition to the present mission, It is suggested that Rwanda government will strive for promote student achievement and creativity, and global competitiveness.

Class of Secondary School Busogo       -학생들의 성취감, 창의성 고취와 국제경쟁력강화에도 관심을 가지길 -Place an interest in promoting student achievment and creativity, and global competitiveness 르완다교육은 교육부(MINEDUC-Ministry of Education)가 총괄하고 있다. 교육부의 미션은 문맹률감소, 과학기술촉진, 비평적 사고와 긍정적 가치에 중점을 두는 양질의 교육을 균등하게 받을 수 있도록 함으로써 국민을 르완다의 사회경제개발을 할 수 있는 숙련된 인적자원으로 변형시키는 것이다. 교육부는 총괄장관(Minister) 1명과 직업기술교육훈련담당 장관(State Minister in charge of Technical and Vocational Education and Training)과 초중등교육담당 장관(State Minister in Charge of Primary and Secondary Education) 등 2명의 전문장관이 있다. 이 아래에 차관(Permanent Secretary) 1명과 교육기획국과 과학기술연구국 등 2국(Directorate)이 있다. 교육기획국(Directorate General of Education planning)은 기초교육, 기초교육 후 교육 그리고 특수교육을 담당한다. 기초교육(Basic Education)은 초등학교이전교육, 성인교육, 초등교육(Primary Education), 그리고 중등교육(Lower Secondary Education Department)의 4개과가 맡고 있다.            UR-CASS(르완다대학교 사회예술대학)     기초교육 후 교육(Post-Basic Education)은 고등교육과(Upper Secondary Education Dept.), 대학교육과(Higher Education Dept.)와 직업기술교육훈련과(TVET Dept.)의 3개과가 담당한다. 특수교육(Special Program)은 여성교육, 특수교육, 체육과 교양, 보건교육프로그램으로 되어 있다. 또 하나는 과학기술연구국(Directorate General of Science, Technology and Research)인데 담당 과와 담당업무에 대한 구체적인 설명이 없다. 르완다정부는 상설조직 외에 중점현안사업(Projects)을 담당하는 임시조직을 운영한다. 교육부도 현재 3개의 중점사업을 추진 중에 있으며, 이를 담당하는 조직이 있다. 첫째 한 학생당 1대의 컴퓨터를 사용하는 수업(OLPC Project-One Laptop Per Child Project), 둘째 USAID자금으로 교육 분야에서 ICT의 효율적 이용을 증진하는 4개년 사업(REC-Rwanda Education Commons), 그리고 셋째 학교의 질과 형평성, 학생수업, 교사업무, 학교환경과 생활조건, 학부모와 관계기관의 유대협력 그리고 학교리더십의 제도화의 향상을 위한 학교관리운영사업(MINEDUC School Management)이 있다. 교육부 산하에는 5개의 에이전시(Agencies)가 있다. 이들은 르완다교육청(REB-Rwanda Education Board), 고등교육이사회(HEC-Higher Education Council)와 고등학문기관(HLI-Higher Learning Institutions), 인력개발청(WDA-Workforce Development Authority), 유네스코 르완다국립위원회(CNRU-Rwanda National Commission for UNESCO)로 되어 있다. 르완다교육청은 학교의 교육과목과 교육자료, 교육의 질과 표준화, 국가고시와 자격인증, 학자금융자, 이러닝과 원거리교육 등 ICT, 교사양성과 관리업무를 담당한다. 고등교육이사회는 고등교육기관이 양질의 교육을 할 수 있도록 지원하는 일을 맡고 있다. 고등학문기관은 르완다대학교(유일한 국립대학교이며 6개 단과대학으로 구성), 15개 사립대학교, 3개 간호학교, 1개연구소(Institute of Legal Practice and Development) 그리고 5개 기술전문대학으로 되어있다. 마지막으로 인력개발청은 르완다가 부딪히는 기술개발문제에 대한 전략을 짜는 업무를 맡고 있다. 르완다교육부 미션과 규모에 대한 이해를 돕기 위해 미국과 한국교육부를 간단히 살펴보고자 한다. 미국교육부(United States Department of Education, ED)의 미션은 교육의 우수성을 높이고 교육기회를 균등하게 보장함으로써 학생의 성취감과 국제경쟁력제고(준비)를 촉진하는 것이다. 이를 위해 장관(Secretary) 1명과 14개 실(Office), 부장관(Deputy Secretary) 1명과 5개 실 그리고 Under Secretary 1명과 8개 실 등에서 약 4,400명의 직원이 근무하며, 연간예산이 2011년 기준 699억 달러이다. 한국교육부의 미션은 ‘창의인재 양성을 통해 국민이 행복한 희망의 시대를 연다.’로 되어있다. 조직은 부총리(장관) 1명, 차관 1명과 3실, 14국(관), 49과(담당관)가 있으며 562명의 직원이 근무하고 있다. 르완다교육부의 인력과 예산은 구체적인 자료를 얻기 어렵고 물어도 정확히 아는 사람이 없어 아쉽다. 사회경제개발이 절실한 르완다정부로는 교육을 통해 국민을 사회경제개발에 필요한 숙련된 인적자원으로 양성하는 것은 타당하다고 본다. 하지만 이와 더불어 학생들의 성취감과 창의성 고취, 그리고 국제경쟁력강화를 도모하는 교육정책도 수립하여 추진하면 르완다교육에 보다 큰 진전이 있을 것으로 본다.
